Delaware’s Quality Improvement System (QIS) is designed to support center-based and home-based early care and education programs through continuous quality improvement (CQI), building upon licensing regulations and working towards identified quality indicators. The QIS outlines a variety of supports that are accessible for programs as they work on implementing key practices.
Through DIEEC’s contract with the Delaware Department of Education, we support continuous quality improvement for programs and educators in a variety of ways, including Quality Improvement Planning, professional development, and technical assistance. Our goal in working with programs is to support high-quality early childhood experiences for all children through the application of innovative research to creating evidence-based supports.

DIEEC supports early childhood programs as they evaluate practices, set goals, and implement strategies for delivering high-quality early care and learning environments. A Quality Improvement Plan is a prerequisite for applying for Quality Improvement Award funds.

Navigating the early childhood landscape in Delaware
There is a wide variety of supports available to Delaware’s early childhood programs and the families they serve. The Office of Early Learning within the Early Childhood Excellence Team at the Department of Education has created a Communication Manual for Early Care and Education Professionals, Partners, and Families to help you explore the agencies, offices and organizations that support the field.

Providing suggestions and asking questions about the QIS
DIEEC partners with the Office of Early Learning (OEL) within the Early Childhood Excellence Team at the Department of Education to implement Delaware’s Quality Improvement system. OEL recognizes the importance of receiving suggestions and questions from the Early Care and Education community.
To best meet the needs of children, families, professionals, and programs and to improve how OEL sets standards/policies, provides supports, and collects data, they are providing an opportunity for programs to make suggestions and ask questions about Delaware’s FY26 Quality Improvement System.
FY26 QIS Feedback and Questions Form – This form is anonymous, and it will be available throughout FY26. Responses to the form will be reviewed weekly by the OEL team.
Based on feedback and questions received via the form, the OEL team will maintain the FY26 Quality Improvement System Frequently Asked Questions (FAQs) and Suggestions document, which will be updated at least two times per month.
